UCS fans

Is there any way to turn off some of the UCS fans in an appropriately cooled room to reduce the overall noise levels?

Also, does UCS have any management to show the speed of the fans or does it allow one to manually adjust the fan speeds?

I don't think you can manually adjust or turn off one of FAN modules.

You can check fan speed as below:

1) login in to cimc 

2) go to Server -> sensor-> Fan .  You can find fan speed information overthere

There is no way to turn off the fans in any of the UCS rack mounts or blades.  You can only monitor the fan speed and health.
