You need to read troublshooting guide :
http://www.cisco.com/c/en/us/td/docs/unified_computing/ucs/sw/msft_tools/scom/scom_3-0/scom_3-0_user_guide/scom_3_0_userguide/scom_3_0_troubleshooting.html
Scenario 2
Problem After successfully adding Cisco UCS Domain and assigning appropriate Run-As-Account to Run-As-Profile, Cisco UCS Domain is not monitored, and the following error message (example shown below) is displayed in the Event Data section of the Management Pack Events:
Example:
DN: Miscellaneous Error: Could not load file or assembly 'file:///C:\Windows\TEMP\dfeyvn4h.dll' or one of its dependencies. The system cannot find the file specified.
Solution Operations Manager Action Account user and its group should have read/write permission to “C:\windows\temp” folder.

Thanks for the pointer - have granted the OMAA account read/write permissions so just waiting to see what happens.
The solution refers to a group, do you know what group it's referring to?

I am assuming that they are talking about the primary group ( whatever that is set to by the admin ) that the user belongs to.
However it's the user permissions ( direct or effective via group memberships ) that will primarily dictate whether c:\temp can be written to, so it can be any group that fits your standards/policies etc.
