I have an IP Pool ext-mgmt with a block of 100 IP's. Only 96 are being used and I want to edit the block to remove these extra 4 to utilize them in another cluster. Is this possible?
Can multiple blocks be added to a IP pool with the same subnet, just different IP range?

You can add multiple blocks to an IP pool. For your situation, you will need to remove the block completely and re-create a new one with only 96 addresses. There is no way to remove IP from a block. The servers may or may not be assigned the same IP addresses after you re-apply the block, but really as long as they have an IP address, you can manage them via KVM, etc.
