i am not getting access switch login through telnet but i can login through web browser in Cisco sg300-28 switch but telnet service is enable.

In my network there are 200 cisco switch and 3000 users are using my LAN network
but
everytimes when i ping my switch its not pinging drop the packet but there is no problem with users.
every 10 packet its drop ...
I have 5 vlans
In core vlans are
vlan 10 (192.168.1.1/24) for Management Switch
Vlan20 (172.16.1.1/16) for Sales
Vlan30(172.17.1.1/16) for HR
Vlan 40 (172.18.1.1/16) for IT

I have flat network
There is no VLAN in this everyone is connected to Default VLAN
In this network most of time packet should be drop i can not ping the switches but there is no problem with end user.

If i save and take backup the configuration file then directly unplug the power cable then there is no problem with the switch.
Or
any another method to switch off this switch
