Sorry for the delayed reply. I cannot verify that but that could have easily been the issue. I did open a TAC case and they struggled. Then we made the decision to add the back first and it worked. Once we had the back up the primary was an easy add....

We have this issue as well, but the majority of the time these agents take calls without issues. No config changes have occurred in some time now.
