Seems like last time I tried that but much to my surprise it replaced the existing certificate and restarted all the nodes. This was on 2.x so maybe I will see something different on 3.2.

I know this post is a year old but I believe we are seeing this bug. on Release 3.7.3E. Can you tell me what version of code you used or are currently using.
For anyone else having this issue I moved some sites off the controller and it did fix the issue. We have balanced our controllers so that they do not exceed 5Gbps of traffic. Not sure if others will have that flexibility.
