Found the answer. you add "ccm-manager shut-backhaul-interfaces" and after it tries all Call Managers twice, it will bring down the interface.

I have the same issue that I need to limit calls to a number, but they want it set at 18 in the day time and 5 at night. Is there a way to do it by time? either MGCP or H323. Or is this were a "time Period" would come in on CUCM.Thanks
