Just an update on this comment, per the compatibility matrix CME 11 and 11.5 supports IP Phones 8821 but still only on Fast Track Mode:https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucme/requirements/guide/cme115spc.html

Just as an update, theoretically there is no limit but the internal test was done with 5000 no performance issues.
