I looked into this a few years ago. If the two CM's and their policies are compatible, it should technically work. But Cisco would not, I think they said, support this configuration.
The central manager must be able to exchange traffic with all the other WAAS devices on the network. There is no requirement for it to be in a data centre, but that is often the logical choice.

I think it is a great shame no-one from Cisco or a Partner has answered this. Cisco's product Finesse could potentially be greatly improved with Cisco's product WAAS.
