Depends on your Ring No Answer settings.The phone shoudl ring and put the aent in not ready state and put the call back in queue, if no other agent is available.
Try this. It might help.Use the Script Editors Set node to specify the Call.NetworkTransferEnabled variable. If you setthis variable to 1, Network Transfer is enabled; if you set it to 0, Network Transfer is not enabled.
