i don't know about the specific model/IOS you are using, but i don't think this is possible. i know you can do such things from an IP phone or a softswitch that has control over media streaming, but i seriously doubt it for a gateway. software-wise, ...
i have seen worse problems after such an upgrade. most of them were resolved after i applied the latest and greatest patch available. do you get the same error when you try to load the page from a browser on the CCM itself?
i know you said you didnt' change anything, but i would check anywhere along the IP path for an ACL change. someone must have messed with the security along the path.
