Alarm AL del of VWIC2-1MFT-T1/E1 is always switch on

Good morning

I want to configure the Cisco 2811 E1 interface (VWIC2-1MFT-T1/E1) but i have a problem with the Alarm DEL (AL) witch it is always in yellow color.

The AL del is switch on just after i enter  the first command router(config)# card type E1 0 1

the command sh controller E1 gives the result below

R-VOIP# sh controller E1

E1 0/1/0 is down.

  Applique type is Channelized E1 - balanced

  Cablelength is Unknown

  Transmitter is sending remote alarm.

  Receiver has loss of signal.

  alarm-trigger is not set

  Version info Firmware: 20080918, FPGA: 13, spm_count = 0

  Framing is CRC4, Line Code is HDB3, Clock Source is Line.

  Data in current interval (85 seconds elapsed):

Can you tell me if this is normal or not?

I need to configure the Cisco 2811 E1 interface (VWIC2-1MFT-T1/E1) with the E1 line of Telecom provider

Another question, the router must be connected to the modem or just plug it directly to the E1 line of the Telecom provider ?

The interface VWIC2-1MFT-T1/E1 do the same functions like a modem or not?

You plug interface directly into E1 from telco.

At that point, if cabled correctly, the alarm will go away.
