incoming calls linksys spa2102, rt31p2

I have a gateway linksys spa2102 and rt31p2 . I have asterisk and  a city lines.

1. Which of these gateways is capable of receiving a signal and call the city to redirect it to the asterisk?

2. Accordingly, if so, what should be setup?
