slow call clearing after remote hangup

I am using a 5350 as a calling card dial back server. The application is written in cisco ivr tcl2.0 The router is connected to the PSTN via 1 E1. In our application the cisco calls both ends, then joins the legs. In most cases it works fine. (for example when both legs are GSM mobiles) However when one or especially both legs are analog home phones, the cisco will take upto 2 minutes to notice a remote hangup and clear the calls. How can I get the cisco to notice the remote end has hungup and clear the call sooner ? Is there someway to detect silence ? (20 seconds worth, then kill the call!)
