Is SBC sufficient to establish a call between Voip?

Hi All,

I am new to Voice Network.

We need to create a test set-up with SBC device(ASR1004) as the edge device .

we got one ASR1004 device(which supports SBC). Does this is suffcient to establish a call between two Voip or do we need Call manager?

Please share your thoughts!
