does anyone know if it is at all possible to configure the system so that the tone that's heard when the phone is off hook is swaped with the one thats heard when 9 is dialed? client hated the default.

There is currently no way to change either one.

I just thought of something that might help. You may want to try different network locales under telephony service to see if the defaults for other countries give you a better, more likable dialtone:
UC500#conf t
Enter configuration commands, one per line. End with CNTL/Z.
UC500(config)#telephony-service
UC500(config-telephony)#network-locale ?
<0-4> network locale index 0 to 4 (0 is default)
AT Austria
CA Canada
CH Switzerland
DE Germany
DK Denmark
ES Spain
FR France
GB United Kingdom
IT Italy
JP Japan
NL Netherlands
NO Norway
PT Portugal
RU Russian Federation
SE Sweden
US United States
Make sure you reboot the phones. Also, some phone models may require a load change. You can try to use CCA to localize the system
