I have the DID in the primary E.164 number, deleted and re-created, restarted... Users can call voicemail internal successfully.

Why not have the DID on the secondary number of the DN? For call forward, primary is used. If you do not have a E.164 alias in CUE, then you will have the problem in question.

The DID is the same as the extension (Example 1865 ) The E.164 has 1865 in it.

Some background:
Everything has been working fine for a while now. The last thing that was done was around the same time, some bulk speed dial lists were added. I thought that this might have caused it as the speed dial list had a prefix of 5. Not thinking about it the pilot number of voicemail is 5555. I removed this entry, but it still doesn't work.
