Linksys SPA2102 adapter is registered, but outgoing calls fail with a busy tone at the end. (I only need make outgoing calls, and don't care about incoming calls, just can't test it now) A few days ago I tried make outgoing calls and it worked. Internet is working, Connection Type: DHCP,PPPOE. Device have almost all default settings, include Dial Plan. What can be the issue?

Outgoing call gets busy response from upstream PBX ? And why it rejects particular call ? We are no prophets - we can't guess. Even you are not prophet - so just ask upstream PBX administrator.
It's easiest to solve known issue than an unknown one.

It looks clear. [2] Phone is trying to setup call but provide no Authorization. [3] PBX is claiming "Authorization required". [5] Phone retry, now with credentials (Authorization header). [6] PBX is refusing registration
Either you know no correct name/password or your access rights has been revoked at all. This PBX is not willing to serve you. Only PBX administrator can disclose you correct password or grant access right again to you.

Some point here is unclear. Line 1 is registered, I receive normal dial tone from my phone. Usually this means that the SIP credentials are correct and I can make calls. Otherwise the Line 1 just would not be registered. It's unclear why PBX is refusing registration: line registration is not enough to make calls? Or PBX has put an additional conditions for making calls?

Registration is related to incoming call.
INVITE starts outgoing calls.
Registration and invite share same same credentials most of time (although they may not be same). SO wrong credentials may not be cause.
For example, if you have no credit, incoming calls may still work, but no outgoing call is allowed. But only PBX administrator may disclose true reason why INVITE is refused.
