In previous versions, end users could log into the CUE GUI using their end user credentials and navigate to Configure > Phone to manage their own speed dials. It appears in 8.1 that this option is no longer present in the end user CUE GUI. Has anyone else seen this or found a work around for end users to manage their own speed dials?

Per Cisco, they use the their phone to manage their speed dials.
I asked about using Office Manager but Cisco has no plans on adding that ability.
