Can a Cisco SG300-28P switch be used with the expansion port on a UC540W?

Yes. The 200 and 300 series are supported via CCA also.

Be sure to upgrade the firmware on the switch and it will work with no
problems

Devin make sure you upgrade your SG/SF to version 1.1.8, I have had the best success with this revision and it is the latest (Last time I looked). But here is a hint, make sure that within CCA you go to the SmartPort configuration of that switch (Right Click on it) and set all the ports up to "IP Phone+Desktop" and the ports that is plugged into the expansion port set for "Switch" and make changes to the other ports that require it to their appropriate settings.
The SF/SG series switches do not seem to accept the changes as fluid as the ESW range did, they are pretty good switches, don't get me wrong, but their interoperability with CCA/UC still seems to be a little off.
