We recently updated a UC540 to the newest software and no the system will not allow them to transfer or park calls. Has anyone experienced this yet?

I have not heard of this issue after a software upgrade. What version of software did you upgrade to? What do the user's experience when they try to transfer or park a call? What type of phones are the users using? Are you using a custom phone template? Can you post a copy of your configuration here(removing public IPs, passwords, VPN preshared keys)?
