I have Host OS as Windows 10.
I have created Host Virtual Machine on HyperV. The host OS is Oracle Linux 8.
I have installed Cisco Anyconnect inside Host VM.
Now when I am trying to connect to VPN using Cisco Anyconenct in Guest VM, then the Internet speed inside in HyperV Guest VM becomes very slow.
Kind Note: I am using default Switch of HyperV Network Adapter

My first place to look would be at the vm settings. Possible that resources are low so when running/using AnyConnect system resources are bogged down.

I guess that problem is not there. Reason is :
However :
3. When I am in Host OS and VPN is not connected from inside the Guest OS ( via Cisco Anyconnected ) then speed in Good ( 20-40 MBPS). As expected
4. When I am in Host OS and VPN is connected from inside Guest OS ( via Cisco Anyconnected ) then speed is also OK ( 15-20 MBPS). Expected and Ok.
I am specifically concerned for point 2) which is my concern.
