I have a cisco ASA5505, with base license, it appears I can only have 2 ssl/webvpn connection running at any one time. How can I upgrade only the webvpn portion to allow more licenses? What license should I get?

Yes you are correct. It comes by default with 2 SSL/WebVPN license only.
You can upgrade the SSL/WebVPN license to 25 maximum on ASA5505, and you can either purchase:
- AnyConnect Essential license
OR/
- AnyConnect Premium license
Here is the difference between the 2 license:

In summary, Essential is full client mode only (similar to IPSec VPN Client), and Premium includes clientless ssl vpn, full client mode ssl vpn and advanced feature like endpoint assessment, etc.
