The software download page only has 4.10 available. I need to re-download the 4.9 files (previous admin didn't back them up).

LOL. That's where I went. Only 4.10 files are there, and my organization doesn't have the appropriate licensing for 4.10. I need to download the latest 4.9 files for my ASAs.

Outdated files are removed from CCO. You should open a TAC SR and they may be able to assist with getting older files. I am not aware of any issues requiring a new license for 4.10. This should NOT be the case.

Agree - entitlement for AnyConnect (via either a current subscription or support contract) allows access to the latest downloads.
If you don't have any current entitlement, then you would not be able to access ANY version.
