We are looking to transition from Contact Center to Control Hub (many unnecessary and poorly designed flows. CH is a better solution for our needs).
The one feature I can not seem to figure out: "Press 3 for hours and directions" and then play an audio file.
Need suggestions to make this happen. (can we configure a voicemail that doesn't receive new messages?)

Instead of using a voicemail, you may create Call Queue with a mandantory greeting and having no agents assigned. For the callee, it behaves the same
A hard disconnect cannot be done, but you may configure a overflow for such a queue for the same numbe rof seconds as the announcement lasts. The overflow treatment could be play busy sound or so.

If you want, you can setup Option 3 to "Transfer call without Prompt" and point it another Auto Attendant that will play the Hours and Directions.

An AA is only required if you also need the digit input. Otherwise a Call Queue with an mandantory announcement will work as well.
