Retrieving a list of someone elses messages/meeting transcripts

Hey guys, I am having issues determining if WebEx provides the API's that I need to achieve what I am looking to do. I am looking to list all of the users in a tenant, I then want to iterate over all of their messages and meeting transcripts. I do not see anything in the documentation that points to being able to do that with the API's that are exposed to third party developers.

I am not a developer about one of my coworkers has talked about this a bit. You have to have the compliance officer role in order to access that data. I found this article that may be of some assistance.
