5520 HA unit rebooting constantly

We have two 5520 WLCs setup for HA.  The secondary unit just keeps rebooting after peer discovery with the following:

Rebooting system due to Standby IPC failure.

Any ideas, not getting anything searching the web.

Would be nice to know what firmware the controllers are running on.
