You needs to access the CMIC, go to FAN Control Policies and change "Maximum" to "Performance" .
1: Log into CIMC
2: On the Server Tab click Power Policies
3: Change Fan Policies under the Configured Fan Policy Section to "Performance"
4: Click Save Changes
5: Server Will automatically Reboot and thats it.

I have seen this on a few versions of code, and when i upgraded it went away. If the CIMC option doesn't fix it, you could look at a version upgrade.
