Does anyone know what would cause a 7925g phone to say network busy when placing a call of receiving a call? It is registered in CM and I can access the web GUI via IP, so I know it is working in that regards.

This could be working as designed if the WLAN Controller/AP is configured correctly, where the AP is rejecting the call due to a busy medium.
Or it could be due to a misconfiguration. Ensure the SSID used for the 792x phones is set to Platinum QoS Profile.
