9800-40 HA pair, Active unit always in alarm state

My c9800-40 pair always shows and Red(Amber) Alarm led on the active unit.  At first I thought it was the stand-by unit but no it be the active unit and toggles between boxes if I trip failover.

There is no such behavior documented .  Documentation would suggest Alarm led sould be stdy green and the HA led green (for hot)

Any idea's.

Um I only configured 1 port.. why would it complain about the empty,
configured ports
ok, I just placed the 3 in shut status..
