9800-CL generates -1 days messages even when offline registered

if such a message appears, this means that WLC enforce limit for 50 access points or it is cosmetic bug?

   - Did you effectively configure offline licensing too (if desired) as explained in :

    because it will enforce the 50 AP limit when there are no licenses  (indeed)

Yes, it's configured.

   -  A possibility is to try with 17.12.3 (also the latest advisory release)
   - Contacting TAC to confirm (or not) that you will not run into any issues 
   
             The following commands can also be useful
                   show license air entities
                      show license air entities summary
                      show license status
                      show license summary
                      show license tech support
                      show tech-support license

   Not all of those may be applicable to offline licensing based usage ,
