That command is only for 9800-CL (9800 cloud controller running on VM not Cisco hardware) but your title says 9800-L-C-K9 so the command should not be required at all on your Cisco WLC hardware.

More likely that you've simply forgotten to configure the Wireless Management interface using the command:

wireless management interface

Have you done a factory default reset on the AP - that cures a whole lot of problems with AP joins too (assuming the WLC is correctly configured).

Also put the output of "show tech wireless" into https://cway.cisco.com/wireless-config-analyzer/ to check your WLC setup for obvious errors or problems.

post complete output of AP  join process if the console is connected? also explain your environment and how it is connected?

are you using the same L2 domain for the AP to join ? or DNS ? or option 43 ?
