Do we need additional licensing if we use Meraki APs as a gateway for Meraki Sensors?

No, as long as the AP and MT both have their own license they will work together. The only other aspect you might want to keep in mind is to not exceed the max per gateway.

How many sensors can be used per gateway?

It is recommended to have a maximum of 32 sensors per gateway to ensure connection quality.

Imagine I already have AP license, so you means we just need the license for sensor right?

I would check your dashboard inventory to see if you happen to have any MT licenses. If so, you can use them. If not, you'd need a MT license for each MT device.

Also note that every org gets 5 free sensor licences.

Also note if you use MR Advanced licencing you get two "free" sensor licences for every MR Advanced licence that you have (in the same link as above).
