Do you mean SSID, not broadcasting, and user device not able to see SSID?
check the AP group has that SSID?
check WLAN config and SSID config might have lost or not saved before power outage ?

Choose WLANs > Advanced > AP Groups to open the AP Groups page.
You see add and remove left side added, right side AP available to Add ( AP reboot once you add to AP Group)
