1. Use DHCP not static IP.
2. All APs should be in same broadcast domain/VLAN as EWC then no config is required for discovery.
3. What model is the AP you are trying to add?
4. What software is currently installed on the AP you are trying to add?
5. Do you have TFTP server setup for the AP to download the correct software?

In order to join AP CAPWAP to EWC you must have your files in a TFTP Sever, and you must have your AP profile configured:

wireless profile image-download default

tftp-image-server 192.168.21.1
