Can I add a L-LIC-CT5508-UPG and L-LIC-CT5508-25A to this WLC?

Yes, that is one of the great features with the 5500 series

The 2504, 5508 and the WiSM-2 support "pay-as-you-grow" feature.  The 5508 and WiSM-2 can support up to 500 APs.

To add on here, if you start with a 5508-12, you can only get up to 487 AP, due the nature of the licensing.

12+100+100+100+100+50+25 = 487.

Ummmm ... You can purchase multiple 100-AP-license but you can only purchase one license for the 12, 25 and 50-AP support?

Is this a known "feature"?

That was just an example, fastest way to max it out. But since the license is additive, and you can't go beyond 500, you hit a limit if you start with 12

So what you are saying the license need to be "rounded" to max out at 500 ? So if you bought a 12 YOU COULD never get 500 on that WLC?

487 is just the "good news".  Try computing for 25 and 50 and you'll get the number 475 and 450, respectively.  That's one "feature" that I'm going to start warning people against.
