APF-3-LOCALHANDOFF & MM-1-USER_NOT_ALLOWED messages on Cisco WLC 5508

We are getting below errors frequently on Cisco 5508 WLC. These error messages started to came recently.

*apfReceiveTask: May 03 09:43:44.180: #APF-3-LOCALHANDOFF: apf_mm.c:108 00:88:65:a9:07:24 0.0.0.0 DHCP_REQD (7) Unable to anchor locally

*apfReceiveTask: May 03 09:43:44.180: #MM-1-USER_NOT_ALLOWED: mm_mobile.c:3632 Unable to allow user  into the system. perhaps already logged on.

*apfReceiveTask: May 03 08:47:23.735: #APF-3-LOCALHANDOFF: apf_mm.c:108 14:36:05:49:28:98 172.29.116.122 RUN (20) Unable to anchor locally

*apfReceiveTask: May 03 08:47:23.735: #MM-1-USER_NOT_ALLOWED: mm_mobile.c:3632 Unable to allow user  into the system. perhaps already logged on.

Below is the sysinfo

Backup Boot Image................................ 7.0.230.0

The message APF-3-LOCALHANDOFF seems to be internal system error on WLC. I have been trying to find any bugs relating to case but no luck.
