Automatic wireless connection not possible when Windows boots(reboots)

After trying to reboot the laptop

We have confirmed that the wireless network is not activated until Windows login is completed.

Is it possible to configure the wireless network to be activated regardless of whether the user is logged in to Windows or not?

This is nothing to do with Cisco nor any WLAN Infrastructure vendor but with Operating Systems.

There is a feature called Single Sign-On when authenticating with 'Computer or User' on the Windows wireless profile so investigate following that, and other options in windows like store credentials.
