Autonoumous AP - Guest wireless web authentication

I'm having issues getting web authentication/redirect to work for a newly created SSID on a AIR-CAP3602I-A-K9 running 15.3(3)JD.

We dont have a controller so I'm trying to make the best of what we have. 

Wanted to see if someone could review my config and see if I missed anything.

Hi

 Try to change this "no ip http secure-server" to "ip http secure-server"

Also, make sure the DNS service it fine, web auth  truly depending on the dns service.

I tried that and the guest portal is still not working. I can see the guest SSID and it has full signal strength however it is saying it is secured and prompting me for a PSK rather then redirecting to the guest portal. 

Thoughts? I'm not pulling an IP address either.
