C9120 operation status "down" , admin status "enabled"

I've just configured C9800-L-C-K9,

joined access points C9120 all show operation status "down" , admin status "enabled",

what could be the reason of this problem ?

AP Operational Down maybe due to:
- Radio admin down
- dot11a network down
- not enough PoE budget
- mis-spelled RF-Tag config
- RF profile admin shutdown

yes, new approach with "profiles" concept requires to map all related profiles and to access points together to make them operational ("advanced wireless network setup" wizard will help), more details https://www.cisco.com/c/en/us/support/docs/wireless/catalyst-9800-series-wireless-controllers/213911-understand-catalyst-9800-wireless-contro.html
