C9130 w/ EWC failing image download profile

Just recently installed a C9130 with the EWC.  When trying to download the images we are getting a error.  I have tried this using TFTP,SFTP and HTTP methods all get the same issue. 

running config extract

 

wireless profile image-download default
 description "default image download profile"
 image-download-mode tftp
  tftp-image-path C9800-AP-universalk9-17-03-06
  tftp-image-server 192.168.10.45

 

Error message

Issue Resolved

We have FIPS enabled on the hardware at this location.  FIPS had been enabled on the initial configuration put on the controller.  We turned FIPS off and now able to join APs.

C9130AXI-EWC-X <<- the C9130 must have EWC in product name, these AP support EWC

command returns no results, how can i check the product name?  Thanks.
