Hello, we have a problem with ap's not joing the controller.
Tried a factory reset, and we log the following:

This was actually covered in the 9800 troubleshooting session at Cisco Live 2 days ago!
"17.3.5 works as upgrade hop towards 17.9 especially for 9130. Problem : APs that you kept in stock or got through RMA might not join a 17.9 WLC anymore"
The new image won't fit in the existing flash partition size so upgrade will never succeed. You are running very old code on that AP!
The guidance for AP running 17.2 or 17.3.1 to 17.3.4 is to first upgrade the AP to 17.3.5 (or later) or 17.6.x (which will increase the partition size) and then upgrade to 17.9.x
As your AP is running 8.10.130.0 you might even need to upgrade it to 8.10.183.0 before trying the above step.
You can download the upgrade images directly and upgrade via console with TFTP.

Just remember you need to upgrade it to an intermediate version first to get the partition sizes adjusted before you upgrade to the latest versions.

hi Rich, true, it is available, but my request was turned down by support with explanation that I do not have Service contract for the part.... , so i am not entitled to download sw for it. Which to be honest is not expected.

That's a fact of life - Cisco only provide software updates to customers with the correct support contract in place and that's why we are not allowed to share the software because that would put us in breach of Cisco license conditions and our own contracts.

Correct - you cannot join an AP running 8.10.130.0 to a controller running 17.9.x.

But your AP is not even getting to the download stage, it's failing to join the WLC at all.
So you need to check the WLC logs for the reason the join failed.
If there's nothing obvious in the logs then run a radioactive trace on the AP MAC address for more detail.
Either way you're going to need to upgrade to 8.10.171.0 or later before it will succeed. You can try searching for those exact image names and you might get lucky.
