We are now running the following image on the WLC: Cisco IOS Software [Amsterdam], C9800 Software (C9800_IOSXE-K9), Version 17.3.4cge. So please supply the firmware version 17.09.01 for the WLC, so that I can update the WLC from version 17.3.4 to 17.09.01

as per the information you can directly upgrade . look at the upgrade path and also read the release noted and compatibility matrix :

Community, not delivery and Images, you need to have a support contract and CCO id you download. or contact a Local partner to help you to get a new image.

there is no special IOS required to convert the bundle to install.
in general IOS XE, if you boot with .bin called a bundle, if you boot with packages.conf (its bundle)
follow the below document to convert the bundle to install mode
Note: if this is production, take config backup out of the box, and convert in a maintenance window. since required to reboot device.

Thanks for your help, I downloaded the file,
Only I have a problem updating the APSP software on the WLC, because the 17.9.1 firmware is a Bundle mode. “Booted in bundle mode. SMU install is not supported in Bundle mode. Boot the device into Install Mode”

because I get the following message when I want to upgrade the firmware
