C9800 WLC Maximum file size allowed is 1GB

I have a new C9800 I'm trying to get upgraded via the GUI and when I attempt to download the .bin file I get this msg: 

Maximum file size allowed is 1GB

Current version is 16.10.1

I've pushed the code to another C9800 in our enterprise and didn't have this issue but it's on ver 16.12.03.

Maybe browser Limitation (what browser ?) try a different one? 

other suggestion why not FTP/TFTP ? rather https ? (if possible)

That sounds like a bug. 

Have you tried doing the upgrade using CLI?

First, upgrade to 16.12.x and then try.
