I have checked the telnet / ssh function in the global settings.
And global configuration is selected in the AP's advanced configuration page.
Now I can ssh to all APs successfully , but I cannot telnet to all APs.
The network between AP and PC is in the same Vlan.There is no any policy.

I know the reason why: Key Features Not Supported in Cisco Aironet 1540, 1560, 1800i, 1810 OEAP, 1810W, 1815, 1830, 1850, 2800, and 3800 Series APs

The Software Version of the WLC is 8.5.161.0.
There is no firewall.I use a switch to connect the WLC ,my PC and all APs.
I cannot telnet to all APs,but can ssh to all APs.All APs are in the same subnet.
