You will need to provide more information about the configuration of the devices. Could you post the configuration of your WLC and some information on ISE configuration?

- Have a checkup of the 9800-L (wireless controller) configuration with the CLI command show tech wireless and feed the output into : Wireless Config Analyzer
- Use client debugging according to https://logadvisor.cisco.com/logadvisor/wireless/9800/9800ClientConnectivity
You can have client debugs (so called RadioActive Traces) analyzed with : Wireless Debug Analyzer
- Check client behavior on the controller with : https://www.cisco.com/c/en/us/support/docs/wireless/catalyst-9800-series-wireless-controllers/217738-monitor-catalyst-9800-kpis-key-performa.html#anc5
- Consider upgrading to 17.9.4a (advisory release)
