Catalyst 3650 OS changes relating to default-route

Upgraded Catalyst 3650 from universalk9.SPA.03.06.06.E.152-2.E6.bin to 16.3.9 CAT3K_CAA-UNIVERSALK9

now with the older 3.6 we did not need to configure default-route, as it found the route using ARP. with the new OS this is no longer the case.

Is there any documentation about this change anywhere,,?

It's probably in one of the ~5 release notes between those two versions. It might even be a changed behavior because of the major difference in software.

Exactly as Pat said - read all the release notes and associated bug fixes (which include feature change/enhancements) between those versions.
