Catalyst 9800-L failes to respond to IW6300 capwap discovery request

I cannot get my catalyst 9800-L to respond to the IW6300 AP's discovery request.  the IP addresses are fine and I can ping the access point and the controller, and I can see the CAPWAP packets with Wireshark come to the controller, but the controller doesn't respond.  It just sits there with no errors.   Where should be looking for errors.

The support on 9800 WLCs for this AP starts on 17.1 but this release is deferred so try to install 17.3.2a.

I will try to ping the writers of the Compatibility Matrix Doc to update it.
