CDBLexception Dump[object creation failed]

I have CallManager 4.x with one publisher and there is no subscriber. When i tried opening administrator page i am getting the error message as CDBLexception Dump[object creation failed] Administration. Also if i add user or change the setting in phone configuration page it popping up the error message as

Active Server Pages error 'ASP 0115' Unexpected error

/CCMAdmin/userprefsbasiclist.asp. A trappable error (E06D7363) 

occurred in an external object. The script cannot continue running

I am also facing the same issue with Cisco 4.x callmanager. Is there a break fix for this case? response is very much appreciated.
