I have cisco 2800 mobility express, authentication works fine with the radius server but when I disable tls 1.0 and 1.2 in radius authentication not working, is there any limitation that radius authentication happens only in tls 1.0 or 1.2 ?

You need at least TLS 1.2 for most clients. This also depends on your radius server, but I don't think most are TLS 1.3 ready already.
